This looks like a very well thought out package. The bit about zoning-capture by wealthier and more politically influential communities pushing a disproportionate amount of new housing into low-income areas is huge. I’ve been looking for answers to what’s happening where I live in Phoenix, and I think that describes the situation perfectly. Local progressives are (understandably) miffed about thousands of new units being built in and adjacent to historically impoverished neighborhoods.
My gut tells me that on balance this new housing in the city center is good, especially compared to the alternative, which is more sprawl. However, there does also seem to be a dearth of high density housing being approved in more affluent neighborhoods (but not along our lightrail… that doesn’t seem to be an issue).
